David Lucas

SHERIFF

Sheriff Lucas began his law enforcement career in 1990 with the Newport Police Department as a patrolman and later transferred to the Criminal Investigations Division. Sheriff Lucas came to work for the Jackson County Sheriff’s Office in October of 1993 as a criminal investigator. In 1998, he was promoted to the rank of Chief Deputy. Sheriff Lucas ran for the Office of Sheriff in 2004 and was elected by the citizens of Jackson County. Sheriff Lucas took office on January 1, 2005 and is currently serving his 7th term as the Jackson County Sheriff.

In July of 2014, Sheriff Lucas was sworn in as the President of the Arkansas Sheriff’s Association for the 2014-2015 term. Sheriff Lucas is the first sheriff from Jackson County to ever hold the ASA president position.

James Brock

Major, Chief Deputy

Major Brock started his career in law enforcement in the United States Army. Major Brock came to work for the Jackson County Sheriff’s Office in January of 1979 as a Deputy Sheriff, under Sheriff Donald Ray. In 1981, Major Brock left the sheriff’s office for other law enforcement employment. In December of 1992, Major Brock returned to the Sheriff’s Office as a criminal investigator, patrol supervisor and the administrative officer. In March of 2012, Major Brock was promoted to the rank of Chief Deputy.

Ms. Tarno is the administrative assistant for the Jackson County Sheriff’s Office.  Tarno started with the sheriff’s office in February of 1980 under the direction of Sheriff Donald Ray.

The Criminal Investigation Division is made up of two full time investigators.  They are Lieutenant Travis Engler and Investigator Aaron Thomas.

Each year, the Criminal Investigation Division works an average of 450 to 500 cases per year. The two investigators conduct investigations on all types of crimes including burglary, theft, sex offenses, drug offenses and death investigations. Some of the many duties of the Criminal Investigation Division include but are not limited to, processing evidence at crime scenes, preparing affidavits for arrest warrants and Search Warrants, investigating fatality accidents, Sex Offender registration and assisting other agencies in investigations. 

Once a uniformed deputy takes a report, the Criminal Investigation Division will evaluate the report to see if an investigation is to be conducted. The factors that are used to determine if an investigation is to be conducted, include but are not limited to, if potential suspects exist, whether there is evidence available or evidence that can be obtained that would identify a suspect and if the victim is willing to prosecute the suspects.

Once the investigation is started, the investigators will gather all information related to the case including any evidence that may be necessary for prosecution of a case. Once the investigation is completed, the case file is then turned over to the Prosecuting Attorney for review to determine if charges are to be filed in the case. If anyone has information concerning any crime, including drug activity, they can contact the Criminal Investigation Division at the Sheriff’s Office or they may use the email links at the bottom of the page to provide any information. 

Travis Engler

Lieutenant, investigator

Lieutenant Engler started his law enforcement career in November of 2007.  Sgt. Engler has held the position of Jail Administrator before being assigned to the Patrol Division.  Engler was promoted to the rank of sergeant in 2015.  Engler transferred to the Criminal Investigation Division in November 2015.  On Wednesday, May 24, 2017, Engler was promoted to the rank of lieutenant for the Criminal Investigation Division (CID).

Civil Process

The Civil Process Division is located at the Jackson County Sheriff’s Office and is operated during normal business hours. This division is under the direct supervision of Sgt. Carl Schlotzhauer. The civil process division is responsible for the following:

  • Receiving and serving all civil process (summons, notices, subpoenas, court orders, and writs)
  • Returning civil process to issuing courts
  • Serving / enforcing body attachments, forthwith orders, child custody orders
  • Mental and alcohol commitments
  • Enforcing writs of execution (seizing real or personal property)
  • Serving / enforcing domestic abuse orders
  • Provides bailiff duties for the Jackson County Circuit Court

Communications

The Communications Division is made up of three full time dispatchers and three part-time dispatchers. This division is under the direct supervision of Kristi Poe.

All dispatchers are required to attend and pass a training class in the use of the Arkansas Crime Information Center (ACIC) and the National Crime Information Center (NCIC) computer systems which allows them access to state and national data base for law enforcement officer’s use. All of our dispatchers are level two certified through ACIC.

Detention Center

The Jackson County Jail and Detention Center is under the supervision and direction of the jail administrator, Captain Cindy Lane.
All persons who are arrested within Jackson County and taken into custody are transported to the Detention Center for booking and incarceration. The Detention Center consists of two 10 bed housing areas for male inmates and one 3 bed housing area for female inmates. There are also three isolation cells, a drunk tank, and a suicide watch cell. The Detention Center houses both pre-trial detainees and post-conviction inmates who are serving sentences or awaiting transport to the Arkansas Department of Corrections.

The Detention Center has a nurse practitioner, who comes to the jail to address inmate medical needs. In addition, there is a full kitchen where all meals are prepared for inmates.

Patrol Division

The Patrol Division is under the direct supervision of Captain Ricky Morales. Patrol deputies are responsible for answering and handling all complaint calls and calls for service or assistance from members of the public. Deputies also enforce state laws and county ordinances throughout all areas of Jackson County. Deputies respond to crimes in progress, take reports, serve warrants, investigate accidents on county roads, and perform a wide array of related duties. They also provide assistance to other law enforcement agencies in Jackson County and surrounding areas when called on.

Ricky Morales

Captain Ricky Morales started his law enforcement career in 2005 as a patrolman for the Diaz Police Department.  In January of 2006 Morales became a Deputy Sheriff for the Jackson County Sheriff’s Office and was assigned to the Patrol Division.  In 2008 Morales was transferred to the Criminal Investigation Division and later promoted to the rank of sergeant in 2010.  From 2010 through 2012 Morales was assigned to the Civil Process Division and Court Security for the Sheriff’s Department.  In July of 2012, Morales became the supervisor for the Criminal Investigation Division and was promoted to the rank of Lieutenant.  In November of 2015 Morales was transferred to day patrol operations. On March 1, 2016, Morales was promoted to the rank of captain.

Reserve Deputies

The Jackson County Sheriff’s Office utilizes Reserve Deputies on various occasions. While on duty, these deputies have the same power of arrest as a full-time deputy. Reserve Deputies are not paid; instead, volunteer their time to the Sheriff’s Office to help provide services to the citizens of Jackson County. Reserve Deputies enforce all state and local laws the same as full-time officers and are required to handle any type of situation that may arise. Reserve Deputies frequently fill in for full-time deputies when needed.

Additionally, Reserve Deputies must work a minimum of eight hours per month to maintain their certification in accordance with Arkansas State Law. The Jackson County Sheriff’s Office Reserve Deputies meet once a month for training.
